The Plan encourages:
1. Every employed African American to give $10.00 per month payroll deduction to a National Economic Self-Help Fund for economic development in predominately African American communities and for lobbying expenses to lobby state and national legislators on issues pertaining to African Americans.
2. Every African American church to give 10% of its total income to a local economic development fund to help establish local medical clinics and various business ventures that will enhance the community.
3. Every African American citizen to devote 10 hours a month to community service projects to better their community and 10 hours a week in physical exercises to better their health.
4. Every African American doctor, lawyer and accountant to commit to donating a minimum of 10 hours a month in professional services and educational projects.
5. Every African American to write 10 letters a year in support of 10 new laws that our black elected officials will write each year to improve the conditions of our people.
6. Every African American parent to attend 10 PTSA and/or school board meetings per year.
7. Every African American to attend worship services at least 10 times per quarter.
8. Every African American child to read a minimum of 10 books a year and do 10 hours of homework each week.
9. Every African American child will be encouraged to save $10.00 per month, preferably in African Americans Credit Unions.
10. Every African American entertainer and athlete to commit to negotiating an additional 10% clause in every contract to be donated to an African American educational fund for our youth.

Perryman’s Plan of Ten For African Americans
1. If one million African Americans participated in the payroll deduction donation plan, the National Self Help Fund will take in $10,000,000 a month. If 10 million participate, it will generate approximately $100,000,000 a month or over a billion dollars a year.
2. If every African American church gave 10% of their total income to their local economic development fund, they would bring in approximately $3.7 billion a year. Members of black church give approximately $37,000,000,000 per year.
3. If every African American gave 10 hours a month to community service projects, their total combine time would come to 3,600,000,000 hours per year.
4. If every African American doctor, lawyer, and accountant donated 10 hours per month of professional services to their community, over 120,000,000 hours per year will be donated (based on one million professionals).
5. If every African American wrote an average of 10 letters per year to support black legislation, our legislators would receive over 100,000,000 letters per year.
6. If every African American child was committed to reading 10 books per year, the combined total of books read by our children would exceed 20,000,000 books per year.
7. If every African American child devoted 10 hours per week to homework, they would total an average of 520 hours per year of study time and collectively for the entire African American youth population over a billion hours of study time (1,040,000,000) per year.
8. If every African American child saved $10.00 a month, each month our youth collectively would be depositing over $20,000,000 per month in their banks and credit unions and 240,000,000 per year.
9. If every athlete and entertainer negotiated an additional 10% bonus on each contract to give to a National African American Educational Fund, the fund will exceed a billion dollars.
10. If African Americans can force every movie maker and TV. Producer to take 1% of their gross revenue from films and TV shows that target the black market and donate this money to our African American National fund we would have an additional billion dollar per year.
Business Component
If every African American bought an average of 10 products per month from a black owned business, their business revenue will triple.

With this plan we can transform every inner-city in America into middle class communities with people of character, within ten years.
